Phanpy's Attack is pretty decent for an unevolved Pokemon, though, and he's gonna need something to take care of those Flying types that his Ground type moves can't hit, so AncientPower is definitely a go in this case. Some people may criticize my opting to give Phanpy AncientPower as opposed to Rollout since Rollout is somewhat a "signature" move of his , but Rollout is simply too inaccurate for my tastes and I hate the fact that it "locks you in" once you've used it a single time. I doubt Earthquake needs much explanation; it's unquestionably the best attacking Ground type move in the game and Phanpy just happens to be a Ground type.

Considering Phanpy's natural resistance to Electric and Poison type moves making bringing one of those in against him in the first place unattractive and the high Defense of most Steel and Rock types, you'll probably find yourself using Earthquake against mostly Fire types.

Remember that most Fire types are fast and have a high Special Attack, and while Ground type moves are super-effective against them, Ground types aren't specifically resistant to Fire type moves Hopefully Earthquake will keep them at bay, and it's also your default attacking move due to STAB against anything that isn't specifically resistant to it.

I couldn't resist putting Double-Edge on Phanpy Double-Edge's high power and accuracy will come in handy against any Pokemon who happens to be resistant to Ground type moves as well as in any case where you think AncientPower's modest 60 power won't finish off an opponent quickly enough. Roar turns Phanpy into something of a pseudo-hazer. This is one move that won't be affected by Phanpy's terrible Speed, since Roar always goes second in battle anyway.

The question is, will Phanpy's undeveloped defensive stats allow it to absorb the attack that comes before Roar without passing out? Hopefully said attack will be a stat-booster as opposed to an offensive maneuver so you won't have to worry about it; that's the beauty of the pseudo-hazer.
