The first two civilizations to adopt a certain Ideology will receive one or two free Early Adopter tenets, thus granting an advantage to the development of their Ideologies. In this Article we will be going over the three ideologies in the game and why they are useful in their respective ways. This Guide will highlight the benefits of choosing to follow this Ideology and strategies you can use to help get the most of its Tenets.

Look to the main Ideology page to learn some of the drawbacks of having a different Ideology than other in-game Civs, along with a summary of the perks your Civ will get when following it. Freedom is a popular choice for Diplomatic Victory, for you can gain Influence with City-States simply by having a Trade Route with them, and that will give you more votes in the World Congress.

It is a very easy-to-acquire boost that will help with those City-States that have had long-standing Alliances with other Civs. With a smaller Military and Tall Cities running many Specialists, you will have a lot of gold output to help you buy off the others.

Diplomatic Victory also relies somewhat on Science to get to the Era required for the World Leader vote, and Freedom is great for that. Freedom Details: Freedom. Autocracy's benefits for Domination are very clear, given there is a turn boost to combat strength of all your military forces and big boosts to producing Military units along with more Experience for those new units.

Your units will be cheaper to buy and that will be easier to do with less overall upkeep when you have a massive Military. The doubling of Strategic Resources will help you support many more of the powerful late-game units, as well. You will also be able to maintain positive Happiness in order to allow City Growth throughout your Empire when capturing more of your opponents' Cities. What isn't so obvious is how following this Ideology can help you win Diplomatically or Culturally.

Choose Autocracy if.. You can jump multiple levels in the blink of an eye when a Cultural Civ picks an Ideology and instantly begins this type of Influence over your Citizens or a Civ following your Ideology has influence levels over you and suddenly changes to the dominant Ideology. Keep your Happiness in the positive as best you can and consider changing if it's awful, at least before you are far in -- unless you plan to conquest or have a late-game Tourism boom coming.

Once that is done, passing this will further increase public opinion for that Ideology and result in more potential Unhappiness for other Civs while those following it could have less. This amounts to two levels of Influence for that Ideology. Getting this passed and being Culturally dominant with a very high Tourism output can cause your enemies serious trouble. Given World Ideology only provides 2 levels of Influence, it will not necessarily make your chosen Ideology the one other Civs' citizens want to change to.

Cultural City Flipping Back in the Civ 4 days, a City could be flipped and join a bordering Civ if Cultural output was capable of surpassing it. If the Civ does not have enough Happiness remain in the positive, it may begin losing Cities to the preferred Ideology. They will join the Civ that is of the preferred ideology that has the closest City, so that may explain why you may be the biggest Tourism generator but have another Civ of the same Ideology getting all the Cities.

The Civ gaining these Cities will get to select what to do with them Annex or Puppet. You must greatly raise your Culture per turn or use a Great Musician to gain an Influence level over the other Civ and effectively cancel out a level of resistance - but only if it's powerful enough to get you to the next level with that Civ.

While Great Writers cannot lower the Tourism influence level they have over you, they can slow their progress to the next one. Great Musicians are capable of delivering large amounts of Tourism at once to a Civ and raising the level of Influence you have. Negating one of their levels in Influence may knock you down a level from Revolutionary Wave to Civil Resistance if you only have 5 levels against you.

If you do not have a high Tourism output and aren't planning to conquer another Civ that is influencing you, you may as well fall in line and switch Ideology if Unhappiness is too much to bear. You risk losing Cities because of this. Thankfully, the AI can be very stubborn even if they are experiencing a large amount of unhappiness and I have seen Civs fall apart from this, losing their best Cities and turning their lands to swiss cheese, providing me puppets and gold per turn.

Researching the Internet will double Tourism Output which may help you gain some Influence levels to make up the difference, and only one Civ may build the Great Firewall to block others' Internet tech. Simply having a high culture will protect your Civ against these things whether your Tourism output is good or not.

If you want more info on that, again, read the Cultural Victory Guide. Switching Ideologies If your Civ is unhappy because you've chosen differently, you can switch Ideologies, but only then. Switching Ideologies causes some unrest for a time and costs you a number of Tenets. Even if you selected nine Tenets and went to another Ideology, you would still lose almost all of that progress and only be able to pick a couple of Tenets.

This will fix a major Unhappiness problem however, and may allow you to continue on your chosen path to Victory. You may do this through the Ideology screen once public opinion falls below Content. The new cultural concept which involves a civilization gaining influence over other civilizations with Tourism also plays a major role in Ideologies. As in real life, travelers and tourists spread not only the culture of their nation, but also its political ideas, so the Tourism generated by a civilization also creates ideological pressure on other civilizations.

In other words, politics now becomes a major factor in a nation's life, with the potential power to cause serious harm. The main effect which expresses this is Public Opinion. Public Opinion refers to how well the people of one civilization feel about the Ideology their leaders have chosen.

As such, there is no Public Opinion present with civilizations that have not adopted an Ideology yet. A civilization that is not being influenced at all, or otherwise being influenced only by civilizations sharing the Ideology, will have the default Public Opinion level of Content The people are in full agreement with their leaders about the ideology they are following.

Conversely, when a civilization is being influenced by another one with different Ideology, its Public Opinion will drop to the lower levels, based on the exact influence difference:. To determine this, the civilization's influence level exotic, familiar, etc. The larger the difference, the more severe the drop. Each point of difference between the influence levels translates into one point of ideological pressure.

Civilizations will also generate ideological pressure when influencing others following the same ideology, but these pressure points act defensively and will cancel out the pressure points coming from different ideologies. For example, if America follows Freedom and is "popular" towards Russia, and Russia follows Order and is "familiar" towards America, then America will feel no ideological pressure, but Russia will receive 1 point of ideological pressure towards Freedom, since "popular" is one level above "familiar", and suffer from dissidents.

However, if the same game also contains China, also following Order and influencing Russia by 1 point, then the American and Chinese influence will cancel each oher out and Russia will stay at "content".

The effect of low Public Opinion is the reduction of Happiness. Discontent from Public Opinion translates directly into a certain level of added Unhappiness for your empire depending on the number of Cities, or the number of Population, whichever is greater. The Unhappiness penalty is more severe the higher the level of discontent is. Based on the incoming cultural influences, the civilization will also have a Preferred Ideology. Otherwise, citizens will prefer the Ideology of whichever civilization s has the most influence over them.

Depending on how severe the penalties are, a civilization may be compelled to change to the public's Preferred Ideology. It is very difficult to maintain a Content Public Opinion level - you need to be a culturally strong civilization, be it in your Tourism stat or your total Culture generated, otherwise you will have to deal with some Unhappiness generated from Public Opinion. You can eliminate that by switching Ideology, but this cannot be done while the Public Opinion is Content and of course, you have no reason to do it in this case.

Making an Ideology the World Ideology will also remove the Public Opinion for civilizations following that Ideology, while at the same time applying an extra level of Public Opinion against civilizations of different Ideologies.

When the Public Opinion of an empire drops to the lower level of discontent Civil Resistance or Revolutionary Wave , and their other sources of Happiness aren't enough to counter the negative effects, allowing the empire to reach low general levels of Unhappiness in the range of to , the first adverse effects will manifest themselves with the appearance of Rebel units in random locations near cities in your empire. Rebels will attack your empire randomly, like the Barbarians , but they won't behave exactly like them - don't be confused by their black and red colors!

Note also that Rebels are at the same tech level your civilization currently is, which means that they're pretty dangerous! But even more severe effects will happen when Unhappiness reaches levels as low as !

At this point some cities within the empire will begin to revolt, meaning that they will leave the empire on their own.
